new seatbelts locked

I'm trying to install new front seatbelts in my D-90 (old ones are frayed from getting closed in the latch) and I am unable to unspool the belt from up against the top mounting point. It is locked in that position and the webbing is fully spooled on the spool. I haven't installed it yet.
Anyone know the trick to getting the locking mechanism to release?

Follow-up Post:

George from RDS called and gave me the trick.
Patient pulling vertically on the webbing and shake the mnechanism first to see if it is stuck.

Its easier if you install the retractor part first, it really on works when its in a completely upright position, then it will jiggle right out.
