I can get it started and keep the RPM around 900 with the help of the gas pedal. But will not idle.

To piggy back on this subject..
1. Where is the stepper motor?
2. Would this also correct an idling problem once the engine is warm? I have an intermittent problem with idle after I have driven a short distance, park it for 10-15 minutes, and try to leave. It starts right up but struggles to idle until I rev it up enough to get moving then it drives just fine. It is on a 97 as well.

Yes, but I think the '97 (GEMS) is different than the 94/95.

Had the same issue at one time. Cleaning the stepper thoroughly corrected the issue.
Stepper is on the driver side of the intake (front facing side), over the valve cover, just pass where the rubber air intake hose connects. If I remember correctlly its the only sensor in the area.

I had a similar issue but found the one of the PCV hoses had a hole in it. Check that also.

Cleaned stepper motor, wasn't that bad, runs great now.
