I was wondering if anyone out there knew of decent heavy duty/industrial paint that I could use to touch up the bumper, running boards, rear hitch, and interior wheel wells above the tires?

Where do you get it? I was looking for something for the undercarriage and a couple of the parts you mentioned.

Home Depot will sell Hammerite in a few different finishes. The smooth finish will look great on your bumpers, brush guard, and running boards. They also sell the hammered finish for your undercarriage or wheel wells. The great thing about the paint is that it can be applied directly to rust after you have brushed it thoroughly with a wire brush. I hope that helps.
