ST Window and tailgate?

Redoing my windows and wanted to know if the seal at the bottom that rests on top of the st door should be glued to the bottom of the window or float?

On my tailgate there are 2 screws though the brackets that allow the tailgate to hinge and swing. The bottom has some sort of lock washer holding it on it but the top one just has double nuts holding it on and keeps loosening up. What sould this setup be?

The seal should be attached to the window.

Thanks Burke. Maybe someone could post a pic of the screw and nut combination that attachs the tailgate to the body.

Wait, I'm not quite tracking - is this two issues? Are you asking these questions:
1) does the weather stripping just slide into the bar at the base of the rear window (if so, thats been answered)

2) What hardware combination should be used on the tailgate hinges? (if that is the question, then both are the same, and you can refer to the attached pic)

If it is something else, please mention it, I'll do my best to help.
